This lady ended the story saying that this occurred at a time when people had character, unfortunately, in Brazil we are seeing a hateful culture of corruption that infests many different segments of our society, which has just eroding the trust of Brazilians and honesty with each other, dignity and moral values tend to become even a source of shame for some.
Watching an excerpt from the "The team of Didi", aired by Globo TV, I was amazed to see in just a few minutes, many apologies for the corruption of a way to gain unlawful advantage. What caught my attention was a spaceship that is stopped by an alien police for speeding. The actor Didi simply gives money to the police and this makes the car move forward. And realize that this is a children's program.
An example of this kind given to the children of our Brazil, is sure to generate in their character, which is in the making, the notion that corruption is a common practice and that everyone should practice it, because what matters is to take advantage, regardless of being wrong or not. Now this kind of thinking has dominated the lives of many and is leading our country to a total bankruptcy, at a level of social decay ever seen.
A television character, someone who promotes charitable campaigns such as Children's Hope, just past an image of confidence for the children and then, if he performs acts of corruption in their characters, children can internalize corruption as something right and even a example to be followed in the future.
Corruption exists, nor for it to be seen as a sad reality, corruption must be fought in every way imaginable, but with a culture of corruption constantly being stuck in the minds of our people, how do we get to win this battle? How can we accuse politicians who practice corruption has corrupted a guard in traffic? How can we accuse the police of corrupt corrupted the local building inspector to visit our shop and / or industrial? No matter the level and amount of money involved in corruption, because the filth of corruption will always be the filth of corruption.

I have seen many saying they were police would "take" money from drug dealers and sell the weapons seized. This type of person has a mind so primitive that it can not imagine the evil that are bringing the country in exchange for their personal benefit. A fiscal health surveillance does not realize that by being corrupted, and may be responsible for the infection of many people, including relatives. We usually have people ashamed to say honest, for honesty became due and the faces of the Muggles. The weakest are surprised when they encounter an honest person, with a cop who does not accept bribes, with a receiver that does not steal from his condominium, with a tax that does its job without being corrupted, with a fighting political corruption. Some use the argument that "if everyone steals, because I will not steal."
In this reasoning, if many people start jumping off bridges, others also have to jump because "everybody is." There is absolutely no justification for corruption.
Brazil is a country not only rich, prosperous and happy because corruption is rooted in our society. A people elect corrupt and creates large-scale equally corrupt politicians. And corruption can only be practiced with the threat of arrest or other punishment, corruption should not be practiced for the simple and pure concept of nobility, honesty and good moral values. The occasion does not make the thief but the lack of good character.
Brazil needs to foster a true journey through the moral, destroy all pockets of corruption with exemplary punishment and a general awareness of the importance of honesty, discipline and structural features of the evils of corruption in our society.

The threat of corruption has links to a multitude of vices. Their roots are linked to injustice, mistrust, suspicion, extremism and terrorist activities. It creates a feeling of insecurity, worsening poverty and contributes to the misery of the vulnerable segments of society. It also instills a sense of hopelessness and despair and threatens the strength of good values that have been established over centuries of struggle civilized.
The word "corruption" has its origin in a Latin verb "corruptus" meaning "break." Literally means "a broken object." In simple words, corruption means "the abuse of entrusted power for private benefit." Conceptually, corruption is a form of behavior that departs from ethics, morality, tradition, law and civic virtue.
The term corruption has various definitions. The United Nations Manual on Anti-Corruption, Transparency International, and the multilateral financial institutions like the World Bank and Asian Development Bank defines corruption as "abuse of public office for private gain" The National Strategy for Combating Corruption (NACS) defined corruption as "behavior by holding positions in public or private sector, by which they improperly and unlawfully enrich themselves and / or those close to them, or induce others to do so, for abusing position where they are placed. "
Section 9 of the National Accountability Ordinance 1999 defined corruption and corrupt practices in a comprehensive manner. He recruited about a dozen different shades of corruption. Illegal gratuities, bribery, extortion, abuse of office, fraud and cheating criminal violation of trust are some of the corrupt practices mentioned in the NAO in 1999 (Annex A). Starting with the Prevention of Corruption Act 1947, there are about sixty pieces of decrees and regulations that deal with crimes of corruption and corrupt practices in Pakistan (Appendix B).
The latest victim of corruption and poverty is the very human dignity. Hence the corruption causes breakdown in social order and emerges as a potential threat to peace, prosperity and stability of human civilization across the globe. Corruption in government spending are serious about reducing the impact of the development program and results in an increase in the cost of perpetual maintenance of public goods.
The primary responsibility for ensuring the culture of good management or what we commonly call good governance lies on the shoulders of the civil administration. In a democratic regime, the process of accountability starts at the first phase of the "conversion process" - the election, which is the link between the rulers and the ruled. This is where the basis of sound and transparent political culture could be placed. The electorate should carefully demonstrate their first choice (voting) process and the only exercise its right under the dictates of his conscience. In return, the rulers who are the guardians Area politicians must honor the trust placed in them and judiciously exercise the powers that flow from that confidence. In order to ensure consistency and sustainability of a process responsible, transparent and open policy, it is imperative to keep the link intact.
On independence, Pakistan inherited the weakness of political institutions. Performance of these institutions in the country over the years damaged the culture of transparency and accountability. Admittedly, efforts to establish a strong political dispensation have been confronted with the head frustrations on those institutions, but also failed to capitalize on the opportunities available. Its internal democratic traditions are still weak and not transparent. Due to the lack of respect for participatory values, the main political parties are usually dominated by a single person.
The corporate sector is also flawed because of corrupt practices. Scandals in the corporate sector are the subjects of headlines in the media. Wrong practices seem very common, and unacceptable behavior has become standard practice. Corporate governance has been practiced not only in form and substance. Presidents, CEOs and directors are appointed based on political influence and personal. Merit is a less visible goods. Thus, inefficiency and politicization at the level of senior management have resulted in decline in the quality of production. Convergence of interest has stimulated illegal insider trading that causes frustration and genuine setback for the investor. Actual demand and supply factors are insignificant role in shaping the behavior of the market that is predominantly controlled by the intermediary.
Prices are determined by unscrupulous speculators through the Mafia middleman. Counterfeit products have flooded the markets. Consumers are left with no choice but to live with lower quality material. There is no effective system of consumer protection rights. The mechanism of monopoly control turned out to be a minimum of effect.
The Monopoly Control Authority must be enhanced to play an effective role in containing the threat has infected the corporate sector.
Need and greed are cited as the reasons of corruption and corrupt practices. Necessity as a reason is applied to low-paid workers, especially those entrusted with power delivery service and contact with the public.
Corruption is out of compulsion, such as those indulging in corruption are in need of basic necessities and have no access to social rights. However, we very easily merges with greed, because we need is taken as a justification for those indulging in corruption and corrupt practices. Recently, the government and good governance terms are being used profusely in such literature. Good governance remains at the forefront of all aspects of our life, whether political, social or economic. Governance has to be good in its manifestation, and if not, it is certainly no government will to all. The suffix or prefix merely "good" the term does not serve the purpose.
The essential components of good governance are rules of law, transparency, accountability and predictability. The rule of law means equal application of law, equal protection and equality before the law.
In the absence of the rule of law institutions are weak and become incubators for corrupt practices. The realization of the goals of good governance and prosperity becomes a myth. According to the results of the National Anticorruption Strategy and the National Survey of Corruption Perception 2006 conducted by Transparency International, the main causes of corruption in Pakistan are:
Lack of effective internal accountability mechanism, and its discretionary powers by the flagrant abuse of public office holders, elected government perpetual failure to develop adequate and business ethics, deficiencies in the judicial system, people with large numbers of illiterate or ignorant apathetic inadequate to choose wisely parliamentarians, political leaders' incompetence, betrayal of public trust with a propensity for self-enrichment and pood hereditarily influential people-centered .
